FINANCE COUNCIL
The Church Universal, through its governing directives known as "canon law" mandates that good persons be chosen from each community to serve as assistants to the pastor in the administration of temporal goods. This body is known as the Finance Council. The members of St. Francis' Finance Council bring a wide variety of experiences and skills to their job of discernment. What do they discern? They discern how to meet the pastoral priorities set by the pastor, staff, and advisors in the best manner, and how to help shape and direct those priorities according to the particular resources of the community.
The council assists the pastor and the business manager in carrying out the material administration of the parish. The Finance Council is concerned with parish resources, the budget, church support, and the effective utilization and maintenance of the physical plant.

Financial Reviews
In compliance with Diocesan guidelines, the parish has an annual financial review by an independent CPA firm that is intended to provide an objective look at the accounting and financial procedures presently in place; a comparison of those procedures to the ones prescribed in the Diocese's Accounting Practices Handbook; and a set of recommendations that the parish should implement. The Finance Council meets with the CPA firm to review the financial review process, the results and the CPA firm's recommendations. These financial reviews are not audits, and are referred to as 'Agreed Upon Procedures' (AUP).
